The Wasteland 2 beta has been released for backers of the appropriate tiers on December 12th 2013.
Steam keys are available under the Donations tab when you log in to the Ranger Center.
Bug reporting will be done by CenterCode, and backers will receive an email invitation.
The beta is a 4.1GB download and a 9.8GB install.
